Yet, Puerto Rico's economic convergence and political integration with the rest of the nation is in a state of arrest - even though the island has been within the national borders, political system and customs territory of the U.S. for a century.

Specifically, the reservation of sovereignty to the people of the states in matters not governed by federal law is constitutionally defined and permanently enshrined in the 10th Amendment.

Internal self-government under a local constitution was authorized by Congress and approved by the residents in 1952, but federal law is supreme in Puerto Rico and residents do not have voting representation in the Congress.

The capacity of the commonwealth government created under the local constitution to exercise governmental powers in local affairs is like that of local government in the states of the union in regard to non-federal affairs at the local level.

That is why, with optimism instead of fear, all those who want to see Puerto Rico's status resolved should seek the truth about each option, including the upside and the downside of each.

If Congress does its job in this regard, the residents of Puerto Rico will be empowered to act in their own self-interest and express their future political status aspirations accordingly.

The powers of government exercised locally derive from a federal law authorizing government by consent in local affairs only, unless those affairs are otherwise governed by federal law.

Now that the there is a path for the people of Puerto Rico to express their self-determination on Puerto Rico's political status, there are some who seek to block that path.

As the highest ranking American official in the United Nations organization, I came to understand thoroughly that the national constitutional processes of the member states define the status of territories under their sovereignty.

In historical and constitutional terms, the recent political status vote in Puerto Rico was a necessary but obviously not decisive step on the road of self-determination leading to full self-government.

However, the sovereignty of the states is constitutionally defined and recognized, while the powers of the local government in Puerto Rico are defined by, and subject to alteration under, federal statutory law.

Federal program and services outlay in Puerto Rico is approximately $10 billion per year.

The political status legislation which emerged in Congress in 1990 and 1991 did not receive the support needed for enactment into law during my tenure as Attorney General.

Yet, individuals and corporations in Puerto Rico pay no federal income tax.

Apparently tired of waiting for clear direction from Congress, the people of Puerto Rico have used the tools provided by their own local constitution to schedule a vote for Dec. 13 on the status of the island.

If U.S. national sovereignty continues, it is only as a state that Puerto Rico will have permanent 10th Amendment powers over its non-federal affairs, as well as voting power in Congress.

After one hundred years of federal rule, the United States House of Representatives has moved to provide for the first meaningful route to self-determination for the Puerto Rican people under our federal system.

Instead of generating either unnecessary alarm or a false sense of security regarding these fundamental issues, the best course is to empower people with the truth.

It is quite understandable that Puerto Ricans seek to preserve a cultural sense of identity without separating politically from U.S. national sovereignty.

The need for a permanent status resolution approved by Congress is made even more clear to me because of my experience as a former Under-Secretary-General of the United Nations.

But, after all, we are a young nation, and vanity is a fault of youth.

Saddam Hussein has been tenacious in his pursuit of weapons of mass destruction and, unless he is removed from power, he will eventually harm our nation and our allies. Every moment we delay allows him to grow stronger.

As a nation we should commit ourselves not only to the fight against terrorism, but to economic justice, defeat of the AIDS epidemic and vestiges of discriminatory policies of all kinds.

Once to every person and nation come the moment to decide. In the conflict of truth with falsehood, for the good or evil side.

We are a communicating nation which needs access to space, access to the seas.

While I recognize the great value and importance of prescription drugs and strongly support a continued U.S. focus on pharmaceutical research and development, our nation's seniors cannot be asked to subsidize the drug costs of other wealthy industrialized nations any longer.

Yesterday in this country we had people die of hunger and malnutrition. In some parts of this country, the infant mortality rate rivals that of sub-Saharan Africa. We have a public education system that ranks below that of almost any other Western nation.

What the F.D.I.C. does is to put the full faith and credit of the United States government behind every savings account in the nation, up to a limit that has changed over the years and stands now at $100,000.

This nation was conceived in liberty and dedicated to the principle - among others - that honest men may honestly disagree; that if they all say what they think, a majority of the people will be able to distinguish truth from error.

It affords me sincere pleasure to be able to apprise you of the entire removal of the Cherokee Nation of Indians to their new homes west of the Mississippi.

Our brave soldiers and support personnel are engaged in a battle as important as any the United States has ever before waged, for the success of democracy in Iraq is a crucial test of the ideals this Nation was founded upon.

Our nation is built on the bedrock principle that governments derive their just powers from the consent of the governed.

How strange it is that murder has the sanction of law in one and only one of the human relationships, and that is the most important of all, that of nation to nation.

The decline of literature indicates the decline of a nation.

Faith crosses every border and touches every heart in every nation.

We would certainly welcome the recipient nation to put their inspectors on our shores, if they wanted to make that investment to help protect that shipment that is outgoing.

That co-operation and peace rather than industrial strife and strikes will best promote the prosperity of the employees the company and all of the people and even strengthen the nation.

From this bestial view that the human mind consists of only sense certainty, pleasure and pain, Locke developed an equally bestial theory of the nation. Man originally existed in a State of Nature of complete liberty.

Our success educationally, industrially and politically is based upon the protection of a nation founded by ourselves. And the nation can be nowhere else but in Africa.

As the family goes, so goes the nation and so goes the whole world in which we live.

We need to address our Nation's mounting garbage problem by generating less garbage, particularly paper waste.

Our nation owes a debt of gratitude to the 9/11 Commission members for their valuable service and important recommendations to improve homeland security.

As a strong supporter of our 2nd Amendment rights, I believe tougher enforcement of our nation's existing gun laws must be done before any more laws are enacted and put on the books.

The President is not squaring with the American people as to the seriousness of our nation's fiscal condition. It is time for people to stand up and tell the truth.

When the Negro cries with pain from his deep hurt and lays his petition for elemental justice before the nation, he is calling upon the American people to kindle about that crucible of race relationships the fires of American faith.

This nation is like a spring freshet; it overruns its banks and destroys all who are in its path.

I stand before you today as a disciplined conservative Texan, a committed Republican and a proud American, united with you to restoring our nation and revive the American dream.

The Youth of a Nation are the trustees of posterity.
