The school district is essentially saying that Whites are generally better-behaved than Blacks so they're cutting Blacks some slack because they are culturally incapable of having discipline.

It says that non-whites are expected to commit more infractions so will be punished less, while whites who presumably are not expected to commit infractions will be punished more to straighten them out.
