Let me start by emphasizing that I am open to efforts to expedite environmental procedures for true emergencies or in other clear cases where current laws are needlessly burdensome.

Well, for starters, we have to do more to create demand for new technologies that can reduce our dependence on foreign oil and environmental degradation.

So we in Congress have a very clear choice. We can take largely symbolic action and sit back and fiddle while Americans burn more gasoline. Or we can pass concrete, effective legislation that will save consumers money while significantly reducing U.S. oil consumption.

For the second straight year, craft beer is the fastest growing segment of the U.S. alcoholic beverage industry. In 2005, craft beer experienced a 9 percent increase in volume, nearly triple that of the growth experienced in the wine and spirits industry.

So the only way we're going to improve fuel economy or appliance efficiency swiftly and to the maximum extent practicable is if the government requires it.

But our energy woes are in many ways the result of classic market failures that can only be addressed through collective action, and government is the vehicle for collective action in a democracy.

Our oil problems are only going to get worse. Our trade balance is only going to get worse. So we have to slow the growth of U.S. oil consumption, particularly imported oil consumption.

The national minimum wage has not been increased in 9 years. By year's end, 21 States across America will have a minimum wage exceeding the Federal minimum wage.

And autos are not the only product that could be made more energy efficient if we just put in place sensible requirements. This is also true of many appliances and even of entire buildings.

Craft brewers are committed to promoting the safe and moderate consumption of their beverage, and work closely with their communities to prevent underage drinking and alcohol abuse.

Having yet another vote on refinery legislation that uses high oil prices as an excuse to weaken environmental protections and to give more legislative gifts to the oil industry is misguided in the extreme.

Drilling in ANWR fails to lower energy prices today and sets no long term energy strategy for tomorrow.

Simply put, drilling in ANWR would be expensive, environmentally devastating, and would do very little to fix our energy crisis or to bring down the price of oil and gasoline.

In reality drilling is the slowest, dirtiest, and most expensive way to solve our energy crisis.

If we don't act, drilling will be allowed only 3 miles off Florida's east coast beaches.

I cannot in good conscience vote for final passage of legislation that would pave the way to open the Arctic National Wildlife Refuge to oil drilling.

Drilling in the refuge will not solve America's energy problem. The Energy Department's own figures show that drilling would not change gas prices by more than a penny a gallon, and this would be 20 years from now.

We should start by allowing drilling in Alaska's National Wildlife Refuge. It can provide billions of barrels of recoverable oil and trillions of cubic feet of recoverable natural gas.

What hasn't happened is the safety and the ability to respond to a negative event such as this blowout, has been far outrun by the technology of drilling itself. We need to close that gap.

I will continue to work in Washington to oppose any efforts to expand drilling off our Coasts and to challenge my colleagues to adopt responsible energy policies.
